  • According to a release, the law is secretly negotiated in the agreement of Association Transpacífico (TPP)

SANTIAGO, CHILE (FEB/07/2012)-an organization of Chilean Internet users reported today that the trade agreement that traded nine countries in the Pacific, including Chile and United States, includes a chapter of intellectual property that would be similar to the rejected law soup.

Organization non-governmental rights digital launching Tuesday “Soup in Chile?”, that search that the Chilean Government to decide on an alleged American proposal of intellectual property on the Internet.

This proposal, as they say in a statement, “is negotiated secretly in the trans-Pacific partnership agreement (TPP) and could have consequences in Chilean cyberspace similar to worldwide questioned soup”, which was intended to combat Internet piracy.

TPP, which nine countries, including United States, Chile, Peru, Australia, New Zealand, Singapore, Brunei, Viet Nam and Malaysia, have seconded aspires to become, eventually, an area of free trade for the entire Asia Pacific region.

So far, there have been eight rounds of negotiations to conclude this agreement, which in representation of Chile Flock members of the direction of economic relations (Direcon) of the Ministry of Foreign Affairs.

Consulted by Efe, a spokesman of the Department declined to rule on its content. “A chapter on intellectual property, as in all free trade agreements being negotiated, and as in all these negotiations, one can speak of them because they are secret,” he explained.

Although there is no official information on the subject, the NGO Derechos Digitales assured that the chapter on intellectual property plays locally “some of the worst threats of soup”.

“Among them, the censorship of Internet sites for possible infringements of the rights of author, possible arbitrary criminalization of the users of the network and the increase in the term of protection of copyright”, explained Daniel Álvarez, lawyer of that NGO.

In addition to warning about its supposed consequences, the NGO wants to encourage surfers to send a letter to the President, Sebastián Piñera, which requested that does not negotiate or accept “new obligations that may affect the rights of citizens”.

The controversial soup, acronym of “Stop Online Piracy Act” (Act to stop Internet piracy), was intended to compel block any web page, inside or outside the EU, who was under investigation for publishing unlicensed material under copyright.

Initiative provoked in January complaints from Internet users around the world and the closure by a day of pages like the virtual free encyclopedia Wikipedia, leading to postpone indefinitely its vote in the US House of representatives.
