GUADALAJARA, JALISCO (FEB/08/2012)-A report by the National Council of public security reveals that 15 members of the Special Unit to combat the abduction of Jalisco, not approved tests for control of trust that were applied in accordance to the law of the national system of public security (SNSP).

This cell anti-abduction of the Attorney General of Justice of the State of Jalisco (PGJEJ) has 64 agents in total, were all subject to tests for control of trust: 43 of them obtained favourable results (67%), conclusions on six police officers are in process (9%), but 15 had negative results (23%).

Control of confidence tests considered five examinations by each agent: toxicological, medical, psychological, polygraphic and environment, socio-economic or patrimonial (to check that their style of life and properties correspond to their lawful income).

The rate of disapproval of officers of the Special Unit to combat the abduction of Jalisco in confidence control tests, is above retrieved at the national level, which presents the following picture:

Thousand 255 agents comprising 32 anti-abduction existing cells in the country (one for each State and the Federal District), 13% did not approve tests (161 items), 63% did so and was considered suitable for the function (790 elements), while 24% are by their results (304 items).

This report was vented to the interior of public security on October 31, 2011 National Council at its 37th first meeting, which was headed by the President of Mexico, Felipe Calderón Hinojosa, along with the Governors of the States and the head of Government of the Federal District that are also members of this coordinating body.

That eight of the 32 country anti-abduction units did at that time agents with reprobatorios results, although they could have them later, because valuations of tests still in process, they had, however, States that no then reported the problem were the Federal District, Zacatecas, Colima, Tamaulipas, Nuevo León, Guerrero, Yucatan and Sonora.

Instead, the State which obtained the largest number of agents that not approved the confidence in his anti-abductions unit testing was Sinaloa, with 21, followed by Tabasco and Chihuahua, each with 17 unfit officers, Michoacán, Veracruz, Oaxaca and then the same Jalisco, reprobados 15.

The conformation of the anti-abduction units is very dissimilar from an entity to another, five of the country’s largest such cells are, in this order, of the Federal District, with 172 agents; the State of Mexico, 123; Sinaloa, 69; Jalisco, Nayarit, with 64 to 53.

They kidnap five per day at the national level

In the country every month release 124 people who were kidnapped, an average which throws a study prepared by the Secretariat of public security of Federal (SSPF), and which focuses on statistics from January 1, 2010 to September 30, 2011.

Each month, however, are also presented 148 kidnappings in another average of the same document also nationally, almost five deprivation of liberty per day. Despite being the kidnapping a crime of common law, and liability is therefore the State Procurator of justice often involved federal SSP.

In fact, of the three thousand 114 abductions that occurred in the country in the period initially, 34% were attended by the SSP (mil 075 cases), 62% was worked by the State Procurator (thousand 958), and 2% is saved through the coordination of the federal unit and the State (81).

According to these figures, if there were three thousand 114 kidnappings and two thousand 610 victims freed in those nearly two years, the Federal and State authorities fail to rescues in 83% of cases they serve across the country, the other side of the coin is that 17% remaining, 504 people who were not – or have been – returned with good families.

Of the two thousand 610 victims freed from his abduction, 31.8% were achievements of the SSP (830 people), 65.5 per cent corresponds to the State Procurator (mil 711), while 2.6% (69 cases) were the result of the coordination of the State and federal Government.

Disjointed bands

Federal and State authorities say have dismantled 446 gangs of kidnappers, with the arrest of three thousand 105 people comprising them (these numbers would say that each of these groups was formed by nearly seven people on average).

Every month 21 gangs engaged in kidnapping is disjointed, and every month, also arrested 147 people for deprive victims of their freedom. The SSP was put out of operation to 21.7% of these criminal groups (97), therefore, the vast majority, or 76.4%, was the work of the State Procurator (347), and 1.7% fell by coordination between both levels of Government (eight cases).

The SSP arrested 74% to 24% of those listed (731), the Procurator (two thousand 239), and jointly, to 1.4% of them (45 individuals).
